In order to have the translation of documents verified by consular officials please send scans of the original documents along with the translation to consulate_mumbai@mail.ru with the subject [Notary]. If the document contains names (Birth Certificate) attach scans of identity documents in order to avoid misspelling.
The Consulate General in Mumbai does not provide translation services and encourages the applicants to make use of professional translators.
The Consulate General in Mumbai verifies translations in English and Russian. The translations from other languages (Hindi, Marathi, Urdu etc.) may be verified if made by a professional translator known to the Consulate General. Consular officials then only certify the signature of the translator, confirming the accuracy of his own translation.
If translation is made simultaneously with a deal, the document is prepared in two languages put alongside one another in two columns, with the original text in the left column and the translation in the right one.
Powers of attorney issued in the Consulates of the Russian Federation are to be used on the territory of the Russian Federation.
The consular official may only notarize a power of attorney (POA) in Russian in presence of a person granting the authority. The person has to understand the content of the POA in details in Russian and either has to be fluent in Russian or have an interpreter translate the content and possible commentaries of a consular official in presence of the latter or prepare the POA in two languages.
Consular officials do not make drafts of POAs. Those are to be formed by lawyers and finalized with the requesting organizations.
In order to issue a POA on behalf of a company founding documents and documents proving an authority of a director are to be presented with an apostille.
The Russian Federation and the Republic of India are signatories to The Hague Convention of October 5, 1961. In accordance with the Convention, in order for Indian documents to be valid in Russia, they must bear an apostille certificate confirming the capacity of the government official signing the document, authenticity of the signature and, where appropriate, of the seal or stamp on the document. Documents with apostilles do not require any further legalization.

To make an Indian document valid in Russia please follow the process:
- Send the original of the document for Apostille
- Translate the document and Apostille into Russian
- Notarize the translation at the Consulate General of the Russian Federation in Mumbai or with a Notary in Russia
The Hague Convention does not apply to documents executed by diplomatic or consular agents. Attestation of documents issued in Russia is carried out by corresponding authorities in Russia. Diplomatic or consular agents are not authorized to carry out legalization of the documents which are to be certified with apostille.
People who lived and worked on the territory of the Russian Federation (incl. The Russian Soviet Federative Socialist Republic) can apply at the Consulate for the Police Clearance Certificate.
Upon receiving the application, the Consulate requests the information from the Ministry of Internal Affairs of Russia. It usually takes up to 2-3 weeks to obtain the Certificate. The Certificate is issued by the Consulate General of the Russian Federation either in Russian or in English and does not require apostille.
The certificate is free of charge. Admission is by appointment.
In order to apply for the PCC one has to fill out an application ( Заявление – справка о судимости) and present it to the Consulate General along with an original passport, copies of Russian visas (if they are in old passports) and copies of documents proving address in Russia (registration).
One can send the copies of those documents by mail or email in advance but has to collect the PCC in person and present the original documents.
